Confidentiality Policy

As a public body, the Alberta Prion Research Institute (APRI) is regulated by the Freedom of Information and Protection of Privacy Act of Alberta. Personal information collected by APRI Iabout program applicants is used to evaluate applications and administer and monitor funding. Such information includes, but is not limited to, curriculum vitae, contact information, academic affiliation and area of work. Applicants should also be aware that information collected may be used and disclosed as described below.

APRI regularly communicates with relevant officials within an applicant’s sponsoring institution or company as sharing information is necessary for the ongoing administration of any funds provided through an Prion program.

As part of the evaluation process, application details are disclosed to independent members of committees and external referees from the academic, private and public sectors as applicable for a given program. All participating reviewers are advised of confidentiality and protection of information expectations. In some cases, committee members are required to sign non-disclosure agreements.

Files, databases and proposals containing personal information may be used for purposes of operational program management, program planning, evaluation and review, in audits, and to generate statistics for such activities; firms or individuals may be contracted for some of these activities. Personal information provided to contractors or consultants in the context of these activities is subject to confidentiality provisions.

APRI routinely publishes and disseminates certain information about successful applications. Such information may include project leader and researcher names, institutions, department affiliations and field of work.

APRI uses the information in its files and databases to generate mailing lists in order to disseminate its publications and other information to the community.

 

Non-Disclosure and Confidentiality Policy Agreement Process

  1. Applicants to Core, Proof-of Principle and Ideal Programs are required to provide:

    a. A half page Non-Confidential Project Summary to be used for reviewer selection screening
  2. b. Three suggested reviewers

  3. Where APRI has collaborative agreements with another agency to co-review or co-sponsor a program, the applicant is invited to participate in the collaboration at the application stage.
  4. The Prion Institute has agreements in place with:

    a. PrioNet – A Memorandum of Agreement for the Core, PoP and IDeal programs
  5. b. AVAC Ltd. - Consent to Share Confidential Information letters for the IDeal Program

  6. Applicants are given the option to sign a Non-Disclosure Agreement with Alberta Innovates - Bio Solutions (APRI) at any stage of the application or review or reporting process. Non-Disclosure Agreements cannot be requested retroactively.
  7. Alberta Innovates - Bio Solutions will forward the Non-Confidential Project Summary to reviewers. Reviewers who are not in conflict and agree to keep privy applicant information will be selected to review an application, and sign:

    a. Conflict of Interest Agreement.
    b. Non-Disclosure Agreement if a Non-Disclosure Agreement exists between APRI and the Applicant/Award Holder.

    Reviewers who are unwilling to enter into these agreements will not be selected.
  8. Members of the Management Board, IRAC and APRI Staff have signed Conflict of Interest Policy Agreements.

    a. The Conflict of Interest Agreement Policy will identify venture(s), business(s) or institution(s) that would place the committee member in conflict
    b. The agreement will be updated on an annual basis
    c. Members will be polled at each meeting to identify new conflict(s)
  9. The APRI Board and COI Committee will manage Conflict of Interest and Non-Disclosure issues as they arise.
  10. Appeals Process on Conflict of Interest will be addressed by the APRI Management Board Chair.
